i would like to what is the procedure for new business startup in korea. currently i m on E7. i would like to start selling some engineering products to manufacturing company in korea.

No. You can open a sole-proprietorship without the 100 million, but you won't get a visa for that.
Perhaps you qualify for the F2 points visa? Can you open a business on that?

If you quit your job, you will lose your visa. If you can't quality for residence another way, such as through the points system or marriage to a Korean, then you will have come up with the funds, such as the 100 million Korean won.
