I am a member of Seoul Advanced Toastmasters in Apgujeong and Roastmasters in Hyehwa. I am also the webmaster for the Korea Toastmasters Territorual Council (http://www.koreatm.org). There you can find our 34 chartered clubs and about 10 others that are on the verge of chartering that can also use members.
Some clubs once in a while host debates, which can be quite interesting. However, Toastmasters is more about individual speaking, as a well as enhancing your leadership skills through officer roles and events.
Fluent in three months? In Korean? No way... I'd say he's busier selling his Language Hacking Guide than he is at actually making money as a proper translator....
